Safe Boating Courses and Electronic Flares

 

 

Did you know that beginning next year, ALL operators of a motorized vessel in New York State must possess a valid Safe Boating Certificate?
Last fall I sent an email to find out how many of our customers were interested in RCR hosting a boating safety course. Surprisingly, less than 10 customers indicated that they were. I'm hoping that this means the rest have already received their safe boating certificate, but maybe not.


After a little digging, I found out that there are several options available and that hosting one ourselves was not the best way to go. I've rounded up the basic information that you need to be aware of and also some local choices for obtaining your certificate. Keep reading for all the scoop.




Brianna's Law Basic Information
On August 6, 2019 Governor Cuomo signed Brianna's Law. This law requires that all operators of motorized recreational vessels(including sailboats with auxiliary power) complete a comprehensive safety course that teaches basic boating skills and encourages common sense and courtesy to all who share the water. Although this new requirement is commonly referred to as a 'boating license', it is a boating safety certification class only. For information on the law click 'here'.

Operators of non-motorized boats, such as kayaks and canoes, are not required to have a boating safety certificate at this time however, all pwc/jetski operators MUST be certified regardless of age. Minimum age for taking the course is 10 years old.

Starting this year, all boat operators46 years old or younger are required to obtain their certificate and as of January 1, 2025, all operators, regardless of age will need a boating safety certificate.


There are several options available for completing a certification class including online and in-person so that you can choose the best fit for your needs. Availability and costs vary by the provider so you should always do your homework before making a decision. (See below for local options.)

Classroom courses are a great opportunity for boaters of all ages, especially newer or first-time and youth boaters, to earn their certificates. Note: fees paid to your instructor may not include the fee for a permanent certificate. Be sure to inquire when you are registering.


All NYS-approved online courses include the cost of your permanent certificate with their basic fee.

New York State residents have the option of adding the Boating Safety Certificate icon to their driver's license, learner permit or non-driver photo ID. This step is not required, but is convenient and will eliminate the need to carry multiple documents while boating. You can choose to have your updated DMV document (with the boating endorsement) sent to you immediately but there is an additional fee for this. You can also choose to wait until your next renewal and the endorsement will be added automatically for no additional cost.

New York State Safe Boating Course Study Guide
Besides being the study guide, this is a good general reference and includes information on the history of the law, fee structure and even the NYS Adventure License.

 

 

 

Course Availablity / Options

Our local Coast Guard Auxiliary has hosted classes in the past, however, none are currently scheduled.

The Buffalo Yacht Club is hosting two upcoming classes.
Both are 8am-4pm. You only need to attend one, not both.
Saturday, March 9th - or-Saturday, April 13th
The classroom training is provided by Safe Boating America and the cost is $80 per person.

West Marine on Niagara Street is also hosting an in-person class on Saturday, March 30th for an $80 fee.

New York State has a list of approved online providers listed on their website: Boating Education - NYS Parks, Recreation & Historic Preservation


BoatUS offers state-specific courses for 'free' although a$15 donation is required to enroll.
